What kind of wizardry is this?

After having winning Eve for a long time, I recently had to admit defeat and find myself in low sec today.
On D scan I see a gnosis. Local however, much to my surprise, is empty.

My first guess, obviously: abandoned gnosis ripe to be shred.

Upon scanning the ship down. I notice it’s in a belt with drones out and moving…

I check local again to make sure I wasn’t imagining things but nada. (see pic below)

Can someone explain me this?
