You cant sit hear and complain the price is to low and tell us that making ice mining the slightest bit more difficult shouldnt be done either to make said ice more valuble. As for increasing the amount of ice that is used you cant controll that and CCP shouldnt add something to use more ice just to make you and the other ice miners happy, otherwise they need to remove concord to make the PvPers happy.

You asked why the ice price is low.
Itâs low because ice miners are oversupplying ice. The solution is to either increase demand, or curtail supply. Since thereâs no reason for fuel consumption to increase (and, no, making sure you make as much money ice mining as you feel like you deserve is not a reason), that leaves curtailing supply as the only viable option.
Now, I donât mine ice. I couldnât possibly care less how low the price goes. Actually, lower is probably better for me, so if ice miners want to keep mining their simpleton asses off and oversupplying, godspeed.

In the past year or so, ice prices have dropped by nearly 50%.
Iâve been experimenting with glare crust as one solution. It has proven surprisingly cost-effective in terms of increasing my isk per time spent ice mining, with one important caveat. (Actually two.)
Dual-boxing a pair of endurance gives me similar yield to an orca-boosted skiff. The loss of yield from not having the orca also mining is more than offset by higher value of this ice.
I was surprised at how easy it has been to operate in LS for extended periods, either by cloaking in place to avoid travellers or just docking. Dual boxing a porpoise/ endurance was much more fraught. Yield from the porpoise as standalone is hardly worth hassle, plus boosting makes it tricky to dock, although it can also cloak.
Bottom line, although this does not address price of ice itself, it does yield much more isk per time spent ice mining. Caveat is there is no public compression available in LS, so hauling it out is complete pain. With time spent possibly against the enterprise. Second caveat is if using the ice yourself, as I am for fuel blocks, then you are missing the isotopes for whatever racial flavor you are building, helium, hydrogen etc.
You also have the problem of what to do with surplus components, which is where the dropping market can still bite you. I havenât seen fuel blocks drop that much in cost, but cheaper goods like command charges made from heavy water do seem increasingly difficult to shift regionally, even when matching Jita prices. And maybe if ice prices are dropping, more people are turning to processing and production to try and make up shortfall?
I suspect when all Null NAV structures are pushed to 500km minimum distance from structure in December ice demand will drop even further when fewer of those structures operate.

Non of the industrial command ships or capitals should be able to actually extract ore/ice/gas/etc in any way including drones/lasters/etc, their focus should be purely fleet support.
Otherwise they just feed the big solo ship cancer.
