CCP actually don’t define the meaning of words, in english or icelandic. Like all companies they will often use a little artistic license to make things sound like a better deal than they really are. Any adult worth their salt knows this about advertising.

The op and his idea should go back to Archeage with the other 8 people left playing it.
If you can only win by paying then please proceed to a full pay to win game instead of trying to make a game into one.
Congrats if you figured out that you cant have a decent population with that business model.
