Yes it does. Because defered income is not income. It’s only moved from defered to income when someone actually uses a plex. Otherwise that would mean each plex is counted twice as income (or actually as long as it is not used), which is just a nonsense.
Also your opinion about the taxes is unrelated. Yes it allows to manipulate the financial values in order to reduce taxes (by moving more items in the income instead of deferred income with plex use promotions, or the opposite with plex promotions). But this is unrelated.
CCP has the money, but it’s not usable. The person that made that money is the person who bought the plex ; the person that makes that money usable is the person who used the plex.
Yawn, It doesn’t matter if the “income” is deferred to when the plex is activated or not on some piece of paper to appease the government as the cash (even if it is not considered income) is in the bank immediately upon plex purchase.
CCP wouldn’t get cash in the bank and want to spend on something but go “Man, I have all this cash in the bank but since it’s not considered as income yet on our financials we can’t spend”. NO… they can use it right away on expenses if they want even if the “income” is not realized. Even if they defer the income on their financials it does not prevent them from spending the money it only pushes back tax liability, making PLEX even better. They get money now, they provide services and pay taxes on it later.
They can use it all they want. It may be “bound to a service” But that doesn’t mean they can’t spend it now. They might be prudent and keep a certain level of reserve cash to cover an expected usage rate of “bound services” but they don’t have to. They could spend it all 100% and worst case take out a loan if they suddenly have a huge expense caused by an unexpected activation of plex. Not only that, but what if their normal subs cover enough of the running of EVE. Then the phantom “expense” of used plex is largely a bookkeeping feature and CCP again doesn’t need that big of a reserve to cover the plexers.

All the documents I had(CCP’s financial reports) showed that CCP does not care when you buy a plex, and who use it, but who bought it and when it was used.
It not being “income” on paper doesn’t mean they can’t spend the money in the bank. I am not claiming they say plex is income when sold at all. I am claiming that they can spend the real cash in hand regardless of at that time it is considered as income on paper. They can call it what they like to get the best result based on their government regulations. That doesn’t mean they can’t spend the money they have in hand.
You say “bound services” but think of it not bound to the cash, but a debt. It is separate from the cash on hand. They can spend the cash on hand and the debt still is there, being called at a certain rate as people consume plex and cause CCP expenses due to that.
The only issue is that if they overspend based on pre-billed services, they could run into trouble if suddenly all those services had to be provided and they didn’t have enough cash on hand to pay for it. That is unlikely because they have been selling plex for a long time. Their accountants know the rate at which plex is converted to skins and the rate that they are converted to game time. Thus they can have a reserve for the expense those expected to converted to game time costs and of course know a certain % of the plex won’t cause that expense.

Plex purchase are not income until plex is used. That’s all. And the person who used it did not bring the money - he moved it from “unusable” to “usable”.
Yawn, there is no point in talking to a brick wall. What I am describing is standard practices across many business types. Think of all the companies that issue gift cards. Money now for goods and services provided at a later time. This is the same concept as plex. The fact that you can’t wrap your head around it because of CCP’s chosen accounting method to appease their government doesn’t make what I am saying any less true.
