concord are not the police … the faction police are the …police and they already do what you want, concord comes after you gank and destroy your ships
concord react to your “crimes” they kill you and your crime is dealt with, if you want to do a rl comparison, i kill someone in RL
then i get 6 week in prison once ive done that time my sentence is done and the police cant touch me

I’m betting it is about an increased security response to players that have either low standing with the particular empire or EDENCOM. “Intrusive” doesn’t mean the same thing as “criminal” or “aggressive,” it means more like capsuleers that don’t belong.
The sentence also talks about low sec becoming more important, and players who sided with EDENCOM have been complaining about how they got nothing while the players would sided with the Trigs got Pochven, so maybe those things suggest the latter. They gave Trig-aligned players a mechanism to repair their EDENCOM standing by rewarding EDENCOM standing for killing lots of the NPCs in Pochven, so they probably had a reason to do that. I’d probably generally prefer the former, to kind of break up hisec a bit and create more of an incentive to make 4 viable market hubs again, and that seems kind of consistent with CCP’s push to separate Amarr from Jita. So, I wouldn’t be surprised with either.
But, in any case, I don’t think it’s a PvP penalty. CCP is generally trying to create more destruction, not less, and “intrusive” probably isn’t the word they would use if that was their plan.
All of this is just pure speculation coming from you , until proven otherwise. Until then go outside ! There’s a world out there, have some fresh air , take a walk or play some other video game. Preferably you should get out of your parents basement.

I heard they are going to round up every capsuleer in Amarr and send them to mine Providence into submission.
Concord just destroy your ship but your pod is still intact. But it will be fun if they will include the pod and send you home as an additional feature. 
I doubt that you use an implants so this kind of feature will not be a big problem.
Handy if your home is a station 1500km away with 500 catalysts ready to go again tho.

that would be a good addition, clicking self destruct my pod after each gank to get back to base for reshipping is tiresome. This as usual wouldnt affect gankers in the slightest, well it would be a small buff. It would be the folk that accidently shoot someone that will suffer and they will have shiny implants so go for it \o/
