Balancing it with the price of wardecs will not be effective, because it only favors the big fishes. For many eve players / corps / alliances, a billion is a ridiculous low amount of money.
Is that per week in high-sec? because a billion is a ■■■■ load for the majority. Present company accepted. I have no probs with billions after 10 years of play money/isk is not an issue.
I’m not seeing an issue with it costing a lot of money to bribe concord. I’m also not seeing an issue with a minimum of 5b for 100 wars increasing to 100b. 100 wars is a lot of content (potentially) and the price should reflect that.

I don’t dec i’m a single player in a single corp without the access to major groups of arseholes.
Most of the reasons the pirate groups I was in wardec’d in Hi Sec was to pad KBs and because we were bored elsewhere in the game.
That’s the main reason we did gank runs as well. Sometimes it was for the drops though.
Yes I have quite a chequered history and was an active wardeccer many many moons ago. My targets were normally high value mission runners and freighter pilots and I banked hundreds of billions over the years in drops. I do speak from experience and though I understand concerns about retention I still feel that hi sec should not be free from opportunities for revenge and retribution.
I get how players who invest real money and get nuked early on can ragequit and I do believe that skill injectors have a lot to answer for in that regard. I don’t think hi sec should be turned into a play pen though as some seem to be advocating.
I think that this game should re-adjust itself a bit to have better retention of new and older casual players a like since they all help pay the bills.
Sometimes I think the players who think there should be no thing as Hi Sec or Concord failed basic economics in school or college.
Each “wolf” needs a shitload of “sheep” to truly survive and thrive, else they all be on the edge of extinction.

That is how it was envisioned, how it is made and how it continues to be.
I think its a MMORPG with both PvP and PvE elements within a sandbox environment.

1b being a lot all depends on who you’re asking. Myself, for example, can make that in a day in game or I can just opt to pay $39.99USD in PLEX.
Basing it just on in-game money is why mechanics like this are still broken in a lot of games.
