and the variables for it will be NPC value/npcnumber * modifier (1/10 lets say ) / Shipcost/numberofships so that makes it 1 - (1/ npc/shipcost/numberofships )
this should do the trick it will be floating and it wont climb above 100% so maybe the modifier will be the EOS or whatever what they called it

They did not reverse the blackout until there were clear metrics in place demonstrating that it was hurting the game.
