Using a stochestic mathematical approach , the maximum should always be 100% the minimum will always float to 20-30%
and the variables for it will be NPC value/npcnumber * modifier (1/10 lets say ) / Shipcost/numberofships so that makes it 1 - (1/ npc/shipcost/numberofships )
this should do the trick 
it will be floating and it wont climb above 100% so maybe the modifier will be the EOS or whatever what they called it

They did not reverse the blackout until there were clear metrics in place demonstrating that it was hurting the game. I doubt they’re going to change their path forward on these changes until there are clear metrics that it was hurting the game. As they’ve said publicly over and over again, they know it’s going to hurt in the short term but they’re doing it for the long term stability of the game.
As I’ve said before, publicly, in a variety of places, I don’t like this austerity, I’d have dealt with it on the demand rather than on the supply side, and I think the team working on this doesn’t understand why big groups in EVE fight.
I’ll continue telling them that (politely), but I do not have any expectations that they will listen, as their minds are made up on this aspect of the game.

In a way, they have chosen the perfect moment to release this and related updates. We are in the middle of a war and regardless of what we all think about the various updates or CCP, given the war, no one will leave the game and let his coalition down. Bot owners couldn’t care less, because for them it just means just a few more bots added to the pool, while everyone else is crippled. That’s what we’re complaining about here, just like blackout, where players are rekt, and bot owners are least affected.
