The lore and the motivations of the NPCs (Empires, pirates or “ancient threat” factions) has nothing to do with the players. CCP’s developers determine the course of history (i.e. content) and establishes the preplanned pathway(s). The NPCs are their representatives.
You completely missed the forest for the trees. If I pick your door locks to allow another group of assailants to enter and pillage your home, am I going to be ignored by you and the police? You’re effectively saying you wouldn’t press charges against me and the police would ignore my actions even though I’m an accomplice. Which is complete malarky.
Of course LOREWISE the Empires would have to respond. But for gameplay reasons I couldn’t see them doing that. They don’t have those kind of balls.
Capsuleers play only a minor role in the large scheme of things. They are a useful tool to support the empires wars and economics, thats why the empires allow them to roam freely within their borders. But the main powers lie at the NPC empires. They have the tools to entirely disrupt a capsuleers connection to his ship, making him totally helpless, thats how CONCORD polices unlawful capsuleer agression. Thats why they can enforce rules about what equipment may be used within their borders and what can’t be used. It’s even hardwired into the blueprints of each ship and module.
Capsuleers will always be slaves on a leash and should they even try to revolt, the empires will wipe them out quickly. Without the technology provided by the Empires, even a capsuleer is nothing more than a normal human.
So, yes, they can influence, but they can never control.
