Removing learning implants and attributes has been a semi-hot topic for at least 10 years (scrubs claim they dissuade people from PVPing because they don’t want to lose training time, and that they hold back newbies from catching up to older players, and other things). I am impartial to removing either (as I am an old player anyway), but it would really open up lots of slots to unbunch a number of overcrowded hardwiring slots.
Some examples:
With CCP removing attributes from skill training in the near future they’ll no longer serve a purpose. So, instead of just removing them entirely, what if they provide some secondary effects that aren’t directly related to combat damage.
some possible suggestions:
Intelligence: + Scan Resolution
Perception: + Target Range
Charisma: + Fleet Capacity (or some sort of leadership bonus to crew if they’re ever added.)
Willpower: + Sensor Strength (for countering ewar)
Memory: + Max Locked Targets

I do not agree with the concept proposed at Fanfest to remove Skill Training queue and the Attribute system.
Skill training is a core component of the EVE experience. Years of training and experience flying ships back to back gives you the satisfaction of accomplishment from your time spent investigating what you need and training what you want. Regarding Attributes:
Right now, all attributes do is:
Lock players who know about them into a training plan which may be sub-optimal for actual use, but optimal for training. (I’m Int/Mem mapped, so I’ll train X Y and Z, so I don’t train slower. I won’t train W, which would be handy, but I’d get fewer SP)
Confuse new player into thinking they’re actually meaningful, rather than just arbitrary numbers which can be moved around. …
