Maybe that player should think about defending their ship, rather than anti-tanking it.
It is already very expensive: gankers lose several Taloses and gain nothing of value in return, if the gank was pointless. And if the gank was indeed pointless, then there was nothing stopping the defender to actually install bulkheads before undocking.
The Freighter pilot still loses more. This equation needs to change so that the gankers are the ones who lose most if they choose to gank low value or empty freighters. They can still get their lols if they wish. But it is they who lose the most from it.
Rorqual changes were introduced at the same time as the Orca changes. Prior to that, the Orca was the most popular boosting ship for mining outside highsec, because it has lower skill requirements to the Rorqual and much lower cost.
Now the Orca is at huge risk as a boosting ship outside highsec and they’ve basically disappeared compared to previously.

How much less? You still haven’t given any numbers at all for what you consider an acceptable rate, so how are we supposed to know when freighters have been sufficiently buffed?

The idea posted in the OP remains the cry of the weak for CCP to protect them in a game where all the protections necessary are already available. There is no need for a buff with no trade off.
OP then switch to DST which can tank as near much as a freighter, but has options of Cloaking or Prop-Modules. Flying a freighter with escort - you may as well as flown a fleet of DST - to achieve the same objective. There are only very items in Eve that necessitate the cargo bulk above 65000m³. (e.g. a citadel at 80,000m³).
Faster into Warp, Faster in warp and built-in warp-stabs. Just need to make more trips. But several quick trips verses one single snails pace trip.
If I wanted change, it would be to have low slot module that annihilates all cargo upon ship destruction.
Only thing i would love on the freighters and jump freighters is a larger CPU and Powergrid.
Nothing to huge, maybe +2 CPU per level of freighter, and maybe +10 powergrid per level of jump freighter.
Not sure, but maybe another option is to instead the above is to add RIG slots, 3 for the freighters and 2 for the jump freighters. This will allow for all the extra benefits asked for.
Large cargo capacity.
Better Warp speeds.
Better Resistances
Better HP
Better ship maneuverability.
Etc.
Etc…
And yes as all know, mounting RIGs have a negative effect, but with skill these can be reduced.
