I’m still pondering target selection any thoughts on that , as a key point we are all allowed alt to do completely different things or even different sides.
I feel i want to make a solid connection between our target and our enemies.
Like the guys in Abudban who have a mining group and alt’s that gank other miners, so to me the whole corp is a target. On the other hand i know a ganker with a massive PI setup but i don’t see his PI characters as target because they are not involved in his ganking game play . All ship scanners are surely targets , unless cargo scanning is some peoples hobby like train spotting, with eve you never know.

In the old days(forums) of law and order when ppl had problems with gankers griefers scammers and occasional naysayers they came here and reported the issue and we discussed the merits of the case and issued a ruling simple.
