Oh, Provi has a capfleet, just not to protect miners and ratters - no need to attract dreadbombs and supercap fleets as it always seems to do when you deploy a cap. You don’t need to travel far to be in umbrella-land. You can stay right there in 9UY and watch what happens should you try to reclaim sov in YWS0, the VKI, H6 or Shintaht pipes. And those guys aren’t even nullsec players but they have a wicked umbrella 
Next to “Miner Stories” they should introduce a song called “Farmer Tears”.

Farming in null is less of a problem, botting is bigger problem.
It is an issue when someone automates it and makes a lot of ISK without boring himself to death. Also RMT.

The allegiance of your character is simply game data which anyone can see in game. Perhaps I should have written “your side” instead of “you” for the sake of absolute, crystal clear clarity, when pointing out that important fights, like retaking sov, will prompt your adversaries to drop their (super)caps on you(r side).
But back on the topic of your “where is the cap fleet that protects me”. Have a look at zkill for the fleet actions in Provi - although it’s been a while since there have been larger fights. The lowsec guys that have taken sov in north provi deploy their “umbrella” with ease and swiftness, and if you are lucky, you can see it in action.
Of course supercap umbrellas exist in all important i.e., rich, regions of null, just not in the region where your alliance and your good self lives, for reasons already mentioned. When CVA and Friends think those fights become important enough to field and risk their own fleet you’ll see your side in full action. That your region is one of the poorest in the game, resource wise, is both a blessing for NRDS and a curse for learning how to fc (super)cap fleets and develop the economy behind it. Nope, no supercap umbrella for your side.
