We know this is not quite correct (i.e. it’s wrong). Here’s how we know: FULL TIME PVP would exclude non-PVP activities, like, uhhhhh, mining? And, a “sandbox” is literally an environment, and the environment doesn’t have any significance in describing “the essential core concept of EVE Online” unless . . . wait for it . . . person-versus-ENVIRONMENT is a core concept of the game.
From this, we can easily conclude that the statement isn’t meant to be interpreted literally. So, now to go about interpreting it . . .

I’ve seen quite a lot of people here and in other threads claim that “eves development has been too focused on pvp” and that its a problem.
but lets actually take a look at that shall we, what developments have we had in the past few years
PVE:
moon mining changes
addition of refineries
reaction changes
pirate sotiyo’s
pirate FOB’s
abyssal deadspace
rorqual changes
introduction of citadels.
drifters updated to include new boosters
project discovery updated.
new npc sites
resource wars
new capitals to build
PI quality of life improvements
pvp
citadels to fight over
changes to the sov system
rebalances to t3d’s and a couple other ships
some new capitals to use
triglavin ships (acquired through pve)
pvp abyssals.
seems to me like for the past 3 years at least the development has been leaning quite heavily towards the pve side of things, with pretty much everything on the pvp side of things being either balance passes, or stuff that was tied to pve as well.
High end pve like fob’s and abyssal space are no mainstream content and this is the problem…
Nearly all of the pve “content” they created are high end stuff that will NOT attract new players.
And to make it worse those are half baked and not even close to be mainstream content because of the sole FACT they make it even POSSIBLE to be assaulted by the PVP crap at the exit.
Abyssal is,basicly,more of a PVP content than PVE simply out of the fact that you can scan the entrance/exit…
And why?
Because of the whining of the PVP faction that don’t wanted staged PVE.
