We already have that, and we have the result. It started small in the earlydays of eve and then went to whomever can escalate the most wins, back and forth until we have supercap blobs of today. Whomever can get the biggest group of friends with the heaviest gear will win. At that point there is no need to fight. You either join the blob, avoid them, or pick at them when you can and then run before they overwhelm you. Regardless, at a certain point a large group woud be so powerful that no-one can dethrone them without them collapsing themselves.
The big blobs used to fight. But we’re getting off topic. Except, low-sec is for the smaller blobs to grow into bigger blobs, among other things.

You’re right in that it was going to happen, and has happened.
But, I believe it didn’t/doesn’t have to be that way.
Except now it has escalated to where if any blob loses an actual fight, then they will never be able to compete again. Lol lowsec blobs aren’t going to ever gain enough traction to compete at this point. Imagine not only fighting vs the limitless resources to build ships and the thousands of structures you would need to grind for years.
FIghts now are mainly out of boredom. The large blobs are bored so arrange fights, the smaller groups pick at them knowing that they will never be able to dethrone the largest groups.
It’s possible corps/factions may break off from the larger blobs and go into low-sec, with changes like this. Which, as I’m sure you’d see there, change the dynamics of the blobs, and I argue could make it so the low-sec people could compete.
But if nothing else, it could attract the types of people that used to pirate in low-sec to Eve. People join and leave Eve all the time because they can’t find their nitch. But maybe for some of them, their nitch is being trolls in low-sec, or fighting trolls in low-sec. Which means Eve can recreate a space, a way, for that nitch to play.
I know new people join and leave Eve, as a member of horde, we get new players all the time that don’t know the first things about Eve. And, we watch them leave as well, or see when they just stop showing up.
Allowing bubbles from ships in low-sec isn’t going to fix ‘all the problems’ with Eve. (Nothing will, because you can’t please everyone, especially all the time.) However, with low-sec being so dead, so empty… barely used… and I believe its because combat there is so hard…
In null-sec we shoot anything that’s not blue. You can’t do that in low-sec. And if you’re going to fight an official war, you might as well do that in high-sec.
Low-sec has changed from being a bastard ground, a no-man’s land… to a desert. From being highly dangerous, more dangerous than high-sec and null-sec, to being less dangerous.
And, I believe it has become that way because of the one little change this thread states.
People can’t force fights in low-sec. They can hardly force fights anywhere in Eve. People need to be able to force fights. The bad guys need some edge, or there’s no bad guys for us good guys to fight.
We can’t make the game favor the defender all the time, or we end up with attackers getting discouraged and quitting, and all that’s left are a bunch of defenders, defending, against defenders.
(And the occasional passive-aggressive saying, "Hey, let’s go roam [and see if we can catch some poor soul who’s just minding their own business, fit for PvE and not PvP, and kill that person, just to inconvenience them, or possibly ruin their day, so we can try to feel that old feeling we used to get when things were different in Eve.)
(I know, I’ll FC a fleet through “enemy territory” were maybe we can catch some guy who’s PvE-ing, fit for PvE, and inconvenience him, or ruin his day, just for “fun”… because the only way to have any sort of ‘content’ is to be bullies.)
I’m fine with bullies in Eve. I WANT bullies in Eve. I just don’t like being one, and don’t want to be one. And I also hate sitting around all day waiting for the bullies to come along, only to kite engagements they know they can’t win, because they have no reason to stay put. No reason to fight an engagement they can’t win.

People in this thread say they’re worried about death-camps and mega-gate-camps in Low-Sec if this happens. I say allow it. Because, honestly, in that situation, I’d rather be the one planning the attack on the gate camp, then the gate camper.
When there’s a pirate gate-camp in low-sec, the advantage goes to the attacker, and the pirates are the defenders.
For a lot of null this is what the game has become. Everyone safe under their caps with their instant intel from local docking up in their thousands of citadels.
Granted, I think that hard work and good management to build an empire should have rewards. However I think there should also be more options for guerilla warfare. (Besides “afk cloaking” for weeks on end).

The advantage depends on several factors. If the camp has eyes in surrounding systems and up ships in the system the camp is in then they likely can adjust to attackers due to knowing the attacking force prior to them reaching the camp. If the camp is away from the camper’s homes then sure the attacker would have the advantage as they could build a fleet especially to kill such a camp.
Look at that, we’re already having more fun and this change hasn’t even been implemented!
Well as I said earlier NPC null is like lowsec with the null weapons/bubbles. NPC null is what you are already asking for. I live there, camp a lot and bust up camps often lol. In addition to roaming to nearby sov space. No changes to the game needed.
Well, that’s cool, and maybe I should join you guys. But, I stand by my thesis and suggested fix as a way of repopulating the rest of New Eden.
Oh, and, if you’re pirates camping a high-sec to low-sec gate, it can be more difficult to see attacking incoming as well. As the attackers may be smart enough to slowly raise numbers in local, or live in that high sec area already, etc. etc. etc.
And then there’s, how do you catch the pirates sitting a long range? Do you even bother? Or do you just kill the HICs sitting on the gates, or the dictors sitting near the gates? All sorts of things to think about, and try to deal with, and around and around, and suddenly things are more interesting than orbiting a collidable object with drones out, or mining, and watching TV.

There was a person in my alliance saying, “Remove carriers from low-sec, so people won’t be afraid of carriers being drop on their heads, and then they won’t run away and will instead fight you.” (Or something very close to that effect.
I say, could you guys imagine pirates using carriers in gate camps? I’d love to see it! I’d love to see it in part, because that means we might get more carrier fights in low-sec!
That means more carriers dying! Since they’re fricken everywhere already, like cruisers used to be.
That means the cost of carriers might go up!

So, instead of killing minig barges as a way to fight inflation, allow pirates to “Yarr!” in low-sec again, and that’ll fight inflation.
Eve shouldn’t be, “Maybe they won’t be afraid to fight me.” all the time. It should be, “They have to fight me OR SOMETHING.”
I shouldn’t have to pretend to be a wounded animal, or catch a wounded animal all the time.
The reason carriers aren’t used in camps is the escalation reason I used earlier. If you bring a carrier, then the group that can bring more carriers will attack you and kill it. So at a certain point you don’t bring too much because you know you can’t out escalate certain players in drop range.

If you think it’d cause people to use more carriers, anywhere in Eve, in actual PvP, I’m for it.
And by that, I mean you should literally start that topic (if it doesn’t exist in recent Eve memory) if you think it’ll make Eve better.
Let me give you a really good reason you do not want this actually in place… Doomsday camps. If you can never get closer to a gate than 15km on a warp a Titan on every gate to waterboard fleets in umbrella coverage areas gets beyond annoying.
