The problem is not the gank, it is how cheap and easy the destroyers made it and the fact that criminals can dock up in Hi-Sec and wait until they are warping to a target. They are taking few risks, that needs to change.
The fact that if you see more than two of those destroyers on dscan and you are engaged in low impact PVEyou should probably get moving not easy enough to do?

The simple thing is hardened criminals -5 or below should not be able to dock in Hi-sec. They are the most wanted and should be able to be hunted in hi-sec.

But thats the point. For these criminals it is not hard, there is almost no real risk.
The stupidity is that the law abiding citizens are taking the risks not the criminals.

Obviously the cops would magically teleport to the criminals and blow up their cars, and then not let them drive another car for 15 minutes.
There is no risk for krabs and it needs to end by the same measuring stick.
How does preventing criminals from docking add more risk for them? It sounds like it would just make it more inconvenient.

Take immediate, violent action to end the threat. I agree that having the empire navies and CONCORD bash CODE.'s structures, preventing criminals from entering high-security space by refusing them access to stargates like the Intaki did to the Gallente navy back in 2010, and taking action against people camping gates in low-security space would make sense from a lore perspective.
The problem with all of this is that EvE isn’t real life, it’s a video game; with video games, it’s best to prioritize fun gameplay over realism. So long as there are in-game counters to ganking (logging off doesn’t count because you’re not actually playing) I don’t really see a problem with the mechanics as they are right now, but I’m also willing to be convinced that the mechanics should change, provided the arguments for the change are good enough.
Believe me, I would love to have a solution that could make both gankers and anti-gankers happy. I just don’t know how it would even be possible.
