The simple fact is that one should never report as a bot someone unless you are damn certain that they are botting and input broadcasting is botting. I have asked those people who are watching for it to send details of their observations to me, I will decide and if I can I will verify personally.
You do not actually petition this, you report as a bot. And CCP is quite happy to have people report it so their system can analyse them. What I will not do is give false reporting to enable the cheaters to get a false positive.
So far I have not reported anyone as a bot, but we are watching them. If you want to call this frivolous then how wrong are you in other things that you throw insulting comments at that you do not understand.

This is again your issue, you can tell whether there may be an intent to shoot again based on the fit. It is damn obvious, but only one has to be fit to tank the gates and apply the point, because the gate guns hit the first one to shoot. So if the one they jammed was not the one fit to shoot first and apply point, how do you know about their intent to shoot twice?
If you were to tell me that people don’t wait and see on whether to apply another Tornado, I will laugh at you and I will laugh at you if you tell me that once Concord arrive they won’t get a second shot off. Because implying that this is what I mean shows your ignorance even more by projecting such nonsense on me, so I decided to head it off to save you making a further idiot of yourself.
