The real question is why should they? I’ve yet to see a good reason to change it.

In fact, it’s deliberately NOT simulating perfect law enforcement. It’s intentionally simulating a corrupt dystopian future, where a ganking princess like me is able to bribe the NPCs in order to do as she pleases. Trying to change this aspect of the game is like playing Monpoly, and crying, “In the real world, there would be legislation to stop price gouging, and rent controls, and free housing to ensure nobody has to quit the game!” Oh boohoohoo, hotels are driving new players away!

I agree that it intentionally simulates corrupt [dystopian] future but it also looks to me like it is simulating a corrupt law enforcement present. Frank Serpico would turn in his grave.

Fortunately, gankers are here to save the galaxy by enforcing a just and fair code of ethics. With vigorous enforcement of mining regulations, we can assure there is sufficient ore available for new players!

There is no “precrime” in EvE.

If pilots aggress others illegally concord destroys their ship, gives them a security status penalty, and a timer.

After that their status resets until they get such a poor security status that they are persona non grata in the space Concord patrols.

Concord does not prosecute precrimes.

You’re drawing a false line between gameplay and lore here—they actually align.
In-universe, CONCORD isn’t meant to prevent crime, it’s meant to guarantee punishment. That’s a political compromise between empires that preserves sovereignty while keeping highsec economically stable. Total prevention would require preemptive control the empires wouldn’t allow.

So the logic is consistent: highsec isn’t “safe,” it’s controlled through consequences, not protection.

CONCORD doesn’t want to stop ganking.

It’s easy to understand.

CONCORD in empire space is already adaptive. You can pay so that you can freely shoot away without them interfering. Either by killright or by wardec.

Because pretty much all law enforcement is reactive, they require you to commit a crime before they can punish you for it

People can openly carry firearms in america but the police won’t react until you try to use one illegally

EVE is essentially the same, they trust you’re an adult and able to prevent yourself from breaking the law, however they will punish you should you do it

Pre-emptive locks of weapon use also really don’t work as there are cases where you would want to be able to shoot someone without having to deal with concord giving you permission to press F1

Where did “you say” anything? Please point out? Just for your reference, i automatically filter out AI slop. So those posts don’t count as “saying” something. Maybe also consider “writing” something. And if you do, write it by yourself if you expect others to also read it by themselves? If not also ok since as i posted, i automatically filter it out.
