Well that’s complete and utter bollocks, if this was the case the average would actually be higher.
The samples used by Eve Offline to produce the graph are polled every 20 minutes or so; they’re time stamped too. If you actually looked beyond the end of your own prejudice and hovered the mouse pointer over the plot of the graph that @Chribba kindly provides you would see this.
Where is this 40k coming from btw; the last time the PCU broke that number that was April 26 at 18:46 when logged in users hit 40,527; that’s a peak number that nobody here but you is claiming to be an average, because that would be wrong.
