I think you are stretching a bow here. CCP have never indicated that all fights between groups are meant to be over in game resources.
Specifically to the wardec mechanics, I can provide a direct example that counters that.
Prior to the last changes to the wardec mechanics in 2012, the concept of a mutual war wasnât included and that was going to hurt RvB in a big way. There was a specific forum thread about it (and discussion on reddit):
Out of this, CCP recognised the benefit that RvB at the time was providing, purely as a pvp training ground. Nothing to do with resources related conflict.
Mutual wars were then introduced as part of the mechanics, purely for pvp.

If you engage a person with a suspect timer CONCORD will not respond. If you activate a killright and blow that personâs ship up CONCORD does not respond. Outside of those situations (I might have missed some) if you engage in aggression CONCORD will respond after a given time (up to 25 seconds IIRC in a 0.5 system with CONCORD âpulledâ). Now your if I agress your your ship might blow up before CONCORD gets there. They are not responding because your ship blew up, but due to the agressive act.
This is, AFAIK, intentional. There will be a CONCORD response time and if you are imprudent enough you runt he risk of being ganked. Solution: donât be imprudent.
As for war decs they are in a bad place admittedly, but that is in large part due to changes by CCP that moved us in that direction. Ironically some of these changes were advocated by people who felt the war dec system pre-changes was being abused.
Actually no. CCP doesnât really care why fights occur. Could be resources or it could just be a grudge. Some groups have been known to have long held grudges that are often part of the complex dynamic that is EVE.
No, not really. There is nothing to indicate otherwise. Forming a corporation signals that those players are ready to take on the risks and earn the rewards of having a corporation. If they canât handle that drop down to an NPC corp of move to a corp that can handle it and help those players develop to eventually revive their dormant corp.
Because it is not toxic. It is the stew that makes EVE what it is. If you find the environment too competitive or whateverâŚsorry about that, but you can try another game.
The overall nature of EVE has not changed. War Decs have been part of the game since very, very early. Ganking has been around since forever as well.
And so far there has yet to be any evidence at all that shooting new player causes them to leave.
Can I just point out from personal experience itâs easier running a large ish new player group in highsec than low null or wormhole.
The mass wardecers make a nice amount of ISK from some stupid carebears who yolo their freighter into their gatecamp during a war. How is this not about resources?
They also provide merc services, which is a legit business.

I have been hovering around the game, mooshing my skill queue around and building/fitting some ships. I did contemplate joining a player corp in order to learn how to build my chops, increase survivability, do some exploring. But it became clear that wardecâd player corps are a compromising prospect because of CCPâs emphasis on PVP (which probably translates into some in-game purchases).
If I knew what I was doing, I could probably more easily avoid the bad consequences of not having CONCORD protection, and even have some fun in an NPC corp. NPC corp chat channels obviously arenât secure, but the problems are surmountable with work. Joining a player corp would certainly make learning the game much easier, but it doesnât seem like a smart option for me.
New Eden is designed to force PVP on those who would rather not participate. It is small (7000 stars doesnât cover a lot of vacuum), so while there are nooks and crannies there arenât a large number of them. There are bottlenecks. Paying CONCORD to selectively protect HS is hilariously easy, especially since thereâs no way to pay CONCORD to quit looking the other way. (if I were one of the majors relying on CONCORD keeping order in certain areas, Iâd have a chat with them about contracts and expectations, and maybe even change the name from HS to Bribe Sec.)
It seems clear that CCP thinks it doesnât have enough players in game to keep the economy going without an overarching PVP. To me, the players who PVP are, and the players who donât figured out how to get around it, if theyâre still playing.
Why am I still playing? I am still intrigued, but havenât figured out how to be able to play.

Wardec is an official process defined in the articles of the Yulai Convention.
A bribe would be paying off CONCORD as they arrive on scene to pop you.
(Intriguing idea as that might be. Pay 50mil per kill to bribe CONCORD off).
