maybe if you can open the orca fleet hold and the orca ship hold while remaining invul, then you can ctr A everything in your cargon, then approach orca, drag and drop in orca fleet hold, right click ship in orca bay and swap for it.

Only the loot, you can’t or should eject fitting. You can’t store a ship in the Orca hangar with something else than charges in cargo hold.

People tell you why they think F4 suspect is a bad idea. Whether or not the flag is present is irrelevant.
The main point here is that defense fleet are irrelevant if F4 gives suspect.
Now you have another question that is “is it more dangerous NOW in HS and NS”, to which I answered, as well as other persons.
IMO, if you define risk as the easiness to gank you, then HS is definitely much more risky than null sec- although with no local it may be a bit different.
Your next question is “assuming risk is higher in HS, should reward be reduced in NS” and nobody has an answer. Maybe because we consider the activity is the same in NS and HS , besides being ganked ? Or because making a distinction may be an artificial complexity and may result in additional issues ? Or maybe because people consider “it’s fine as it is” and only raging tomatoes absolutely want to ruin the game for their own personal inferiority complex ?
