No, it’s not increased threat. They were always the same threat.
What decreased is risk for covops ships. They are now much much safer. That’s why all the risk-averse chickens are resubbing, it’s no risk kills - the true “pvp” of eve.

If you’re ever part of a max CTA in a null block one side nearly always stands down because they are outnumbered. If they can’t see what the opposition has either no one is ever going to do anything (which would create a stale game and everyone would quit) or engagements will happen more often…

Sadly goons have supercap umbrella, which is their main safety mechanic, meaning they are the least affected.

It’s all the nullsec without umbrella which gets its last defense removed.

pve was always a risk, especially with big ships, what this changes is removing all the risk from ganking, that’s why they are subbing - because they have no interest in pvp, only free killboard padding.

It wouldn’t have come to this if CCP wouldnt have nerfed supers to hell and back. The idea that “beeeg, scary things”(solo pwn-mobiles was what the panty sniffing crew call them as they argued for nerf after nerf) operated by a lone assassin if you will are actually GOOD for eve was never understood. Now instead of having ONE of me here or there, every system could contain a shark. GG HF…

you should have a scout cloaked off the other folks main staging, this is standard practice. Few groups that are used to such operations dont do this but in any case, nothing will have changed.

They are not pvpers - if they subbed only when it became safe to gank, they are just more risk-averse than krabs ever were. They are zero content to each other, because of being risk-averse, they will not engage unless it’s 100% safe to do, like engaging a krab forced into pve ship to be able to do pve.
That’s why there will be people flying around looking for krabs, but the only chance they ever meet is by accidentally dropping on the same bear at the same time, thinking the other side is the response, and running away in fear from “response” like they usually do.

Also CCPlease add nebulas in which one can hide fleets and stuff.
