Well said. Though CCP could easily add a “fringe” tax on sov that has little to no ADM then add a progressive tax on top of normal sov bills that goes up the higher ADMs are and the higher the average population of the system is or based on sites cleared. Meaning that smaller and/or more spread out groups will have to pay SUBSTANTIALLY less for their bills.
For underutilised (Lore: Outsourcing costs for rogue asteroid clearing and pirate hunting) and overutilised (Lore: Outsource costs for helping to find the extreme amount of pirates/rocks in system needed for your group) systems alliances should be paying far far more than the puny 900 mil for TCU and I hub. Far be it from me who’s only been a leader in a 90 or man null alliance to propose a progressive tax amount that’d work though. I’m fairly sure even 5 bil for a fringe system isn’t enough to deter many.
Definitely would need to make the overutilization tax scale enough to have diminishing returns in dense systems. Talking where the alliance is paying about as much as the members are making in said systems. Not talking Delve system populations either. Less than half that.

I’m sitting in a mining barge right now… In a wormhole. No local here and I’m still mining… Even if there may be a friendly loki sitting 40km off just in case something small decides to play.

More PvP happened because something that should have been working wasn’t. There could be infinite PvP if CCP decided to randomly disconnected people during fleets, just don’t see that as being accepted by the player base as being a good ongoing mechanism because it ‘increases’ PvP.

I was 1 of 6 charcals waiting on a gate. A 40 man interceptor gang jumped in. Not a one hung around to try their luck. Don’t tell me that instant warp and bubble immunity wasn’t bad for PvP.

besides, caracals cant catch any frigate on a gate so your point is moot.
What else did you have on the gate?
Was it in lowsec?
Why would a 40 man gang not stop to shoot at 6 caracals… probably because you werent their target and you were sat at 0m or off the gate with no means to stop them; bubble immunity or otherwise.
Loki’s not going to stop a 16 man T3C fleet from rolling on me either. But it’s insurance that a saber alone won’t pop my covetor without a fight. I won’t even decloak if I can’t win, I’ll just eat the loss like I have several times… Hell, I manufacture my AFK retrievers in hole along with their fitting.
Like this weekend. Undock all the bait ships, cloak a fleet on grid and wait. I promise you there’ll be a small gang fleet by to kill you eventually. You might die, but your allies can make the loss hurt them more than your loss hurts you… Plus do it enough and at random and people will stop trying to gank.
