This is exactly why states are forbidden from buying their own lottery tickets, IRL.
That is different, as nobody can prove that the owner of a real life lottery isn’t cheating when they draw their own ticket.
In EVE the owner of a raffle is not the one doing the drawing though - CCP’s hypernet system does that, which cannot be cheated as players do not have control over which ticket wins.
Therefore the rule of 'not being allowed to buy your own lottery tickets IRL’ has little to do with buying your own raffle tickets in EVE: you can cheat as lottery owner IRL, but players do not have the tools to cheat the raffle draw in EVE.
Is anything truly random? Even in Eve, the hyper net owner might be using occult magic or astrology to improve their advantage.
Truly random? No, it’s probably semi-random and using a seed. But as we players have no insight in the randomness of the hypernet it wouldn’t be any different in practice if it were truly random.

Revisiting this thread regarding the Hypernet Relay one month later
My findings are;
Very addictive fun and exciting.
Hypernet is a great idea, maybe some bad implementation here and there.
e.g. the opening, blue you lost, golden you won. Ofc CCP is stoopid, took all the rush away. Also make the animation optional.
But, the real culprit is the fact people think they know statistics, but they don’t.
Winning a Gila with a 1/512 is very satisfying. 
Ofc it’s not going to happen a lot, to be honest I don’t think it’s gonna happen again (to me)!
No worries guys, statistics is hard, and no irony here, just be humble and accept you don’t understand it.
Not if you studied math at school instead of some fluffy stubject…
