If Provi is so interesting to Amarr, how come its never been annexed?

Why would the Holy Amarr Empire want to annex Providence officially, spend their own resources fighting to maintain the hold of it, moreover risk CONCORD’s sanctions, and further disturb the balance with the other Empires or even risk another war with the Jove.
Why would they if the resourceful loyal Capsuleers can fight for Providence out of their own vollition?
