Again. Sandbox, contains other activities besides combat, therefore, 4 aspects. World players and PvP players have to achieve a balance, or else the system is unsustainable. Nah Hisec is a game reserve, Concord are the gamekeepers; they issue licences to hunters in order to cull the sickly and the weak.
Wardec corps are hunters, they purchase licences from Concord to hunt the prey of their choice; gankers on the other hand do not, therefore they are poachers and Concord kicks their arses for not purchasing a licence.
