You must be doing something wrong … afaik, the acc drop from the smaller ships only, defenders mostly. Make sure to kill all those and trigger all spawns, maximum three, by approaching all wrecks.
I’v pimped my Loki, plus Agency damage drugs to ~800 DPS and can kill Safeguards in about 4 minutes now (which I’m not doing often).
The drops are rare but not super rare, something like 1 out of five. I’m only farming in highsec atm, just flying circles in The Forge while doing market stuff.
That’s why I’m asked if I’m bugged. I’m clearing sites, loot all wrecks, salvage. No cerebrals are dropping. I have about 1/5 sites bugged (no spawns). Tipa it’s no brainer cerebrals are not dropping, this is not rocket science. Hisec sites btw. What sleeper drop those? The name.
This is a different event to The Crimson Harvest or The Rogue Drone one. In this one the accelerator drop rate is low. It’s the same for everyone.
I must have done close to a hundred sites and i have had 4 accelerator drop. It makes them more valuable to sell than use.
That’s the point, it’s timed event, and rewards are not scaling again, ISK are not good reward for me. Anyway it’s far from what Tipa wrote nowhere near 1 per 5 sites.
Rates are SAME. It’s just harder now, so less people doing it, people doing it slower, less boosters on the market.

If isk is not the best reward why you even doing it?
ISK = SP now.
booster gives you 48k sp with bio5. If you below 80mil SP it literally better to sell booster and buy injector.
So if you using boosters on your 10mil sp alts, THANK YOU for saving price from crashing.
Because I reach the threshold level when buying injectors are not worth for me, and if I want to make money from cerebrals I need to have them in my cargohold first, which won’t happen.

its just the time per site increased. drone event can be done in 2-3minutes, now singe BS can take that much time. So in terms of booster/time chance is lower, but booster/site is same, if not higher, because sites can drop MULTIPLE boosters. (i personally had a 3 booster drop).
We are not talking about boosters but cerebral accelerators. I’m stuffed with boosters.
i talk about accelerators too. they boost your stats so booster.
But if you want to be technical i had 3(three) VALKYRIE CEREBRAL ACCELERATORS dropped in a single site.

Come out to low sec. You can find a site in nearly every system.
Not sure if its been said but the ship that drops the skins/cloths is the Eosian Inquisitor . Only see it once
As said above, I looted some directly from Defender wrecks, never from any battleship. Everything else is “lost in MTU”. Also I had very few sites without spawns, however I suspect those were “halted” by somebody else already delivering to the Quartermaster.
Also if somebody else is already in the sites, I kill the frigs if any (instapop) and move on leaving them deal with the battleships 
EDIT: it’s really a pity you can’t reasonably run them in lowsec solo. Lowsec has some different types of ships.
Let’s talk about fits, anybody has something with ~700-800 capless DPS (sans drones) and passive tank? The AC-Loki fit does only work because of insane capacitor surplus and active shield tank allowing for 4 Faction Gyros in the lows.
I’ll take a look at them. Do you encounter “empty” sites?
I made two sites, giving a key to the quatermarster upon arrival. THEN I checked the cans. I got one and 2 corrupted things, and a spawn of sleeper in each. In the first one there was only 2 frigs and one ds, on the second one 2ds, 3frigs, one cr and one BS.
So giving the key does not prevent the spawn of rats, even if the beacon is removed from overview. However it may reduce their number.
Very interesting, does not fit to what CCP Dragon said. Also had a couple of frig/dessies only spawns, I think this is not related to the site’s state but just random.
So to keep competition out you could put the relic in and then do the site … only somebody scanning you out could interfere then. This gives an option to lowsec sites.
