Oh, that’s it, War will not be declared. Because lack of structures on my part.
I think it is silly that one has to have a structure in order to declare war. Apparently that was not always the case. It means that all the smaller conflicts that could arise, and make the game far more interesting, just don’t happen…especially in highsec.
Only in high sec you mean, people have no issues creating small conflicts outside high sec without owning structures.

War, pre structures was much more interesting.
I play in highsec because nowhere else in EvE can you find this level of entertainment.
