There must be a Jay exception to that rule. They found a very interesting way to leave goons. It rates permanancy imo.

Iā€™d start by re-doing two core concepts.

1 - Iā€™ve said this on here before, but Iā€™d reform crime and punishment, and turn it into a proper part of the game. Give players the choice of aligning with criminal elements, or the law, with bigger rewards for both sides. At the moment, anyone can become a criminal, but there is no player-led law enforcement to combat this.

  • To do this I would make a formal faction of CONCORD, that the player can join, with strong ship options and an incentive to hunt systems for potential criminal activity, which could be facilitated by better intelligence on the world map, and even insta-warp ā€˜911ā€™ capability for players in system if a criminal act occurs. Give haulers a security module that makes that call as soon as theyā€™re targeted, or make it player initiated if not.

  • I would also offer greater incentives for criminals to work together, and either elude CONCORD via exceptional, high-investment, high-risk means, or defeat them in combat to make good an escape. I would specifically deter the idea that someone can use a throwaway ship as a glass cannon that insta-blaps a hauler or similar, and then their definitely-not-associates are free to pick up loot and act with impunity.

  • A final point, as counter-intuitive as it may seem, I would stop NPC CONCORD being so overpowered, but I would add the same level of criminality to anyone who takes the goods from a crime scene as who perpetrates it (assumption of working together), and have them tracked by NPC and player-led CONCORD through the region/area they are in. I would make loot traceable in the immediate aftermath of criminality, so criminals have to ā€˜lose the copsā€™, or beat them, before they have succeeded. The rewards for both sides would be higher the more work they have to do or the more combat they engage in.

  • Essentially - intel. You can steal what you want, but itā€™s not going to be simple to escape and dispose of it, and you may well attract PVP players to track you down for an hour or so after you leave a system.

2 - Iā€™d develop a system of NPC battles, events and convoys of varying scale (small ambush through to meaningful battles between members of the main factions) that the player can join on each side and engage with hostiles and friendlies without getting auto-targeted by every NPC, ie: proper dogfights. Itā€™d be based on faction warfare and be coupled with an increase in lore/narrative that is hopefully player-led, but emphasises the differences between the core races and factions of EVE.

  • Iā€™d also think about having the largest of these battles start from a super-carrier or a non-permanent structure, which could work as a staging post to allow players to engage, lose ships, and rejoin battles quicker. It could be out of system, but essentially an un-campable mechanism that prioritises quick-hit PVP and gives newer players a ā€˜properā€™ test bed against experienced and inexperienced pilots. Maybe limited customisation options and trade-offs in equipment.

  • If not, Iā€™d offer more significant insurance to offset the idea of making a bigger investment in this type of warfare, or bigger payouts that make taking part in these events more alluring.

  • Again, every part of these two things would be focused on giving people a reason to work together, and engage in PVP both in hisec and beyond, while promoting the idea that you can haul, mine, or whatever and know that thereā€™s someone on your side that you can call if you lose a ship, or somewhere you can go if you want revenge.

If I would do that, I would buy both CCP and few other and tell them that they should now develop WIS. I would tell them to hire best people in industry to do that, and I would pay for this.

This is when concord got OP. No even logi assiste setup will tank them. No massed primary strike will kill them. Eve had that. It did not go to plan.

They really didnā€™t want insurgency reaching it. ANd the thing there is that is temporary. we had maybe a day and a half to enjoy a lawless system right on Renā€™s doorstep. Abudban falling won pirate victory thus starting the FOB move/reset timer.

Eve:Havoc is more like Eve: only mild havoc CCP likes it seems.

Yeah i definitely think it wouldnā€™t 100% work, and definitely not without the more or less total overhaul of crime and punishment I suggested. All of these things would probably end up being tricky to implement and have a little trial and error involved.

I just think space police chasing criminals sounds like a good game for both sides.

Money is only useful in real life. In EvE at some point you realize ISK is useless, because it is people that either make things happen or donā€™t. And unlike in Real life, you canā€™t just ā€œHireā€ someone for a job. You have to convince them that your idea is the best idea and they should join and follow you.

No, Eve ISk is useless after a certain point. Sure you can buy titans and motherships for all your alts, jump in lowsec and own entire corps by yourself. Fun times. But really, once your God, youā€™ll find the only thing that matters is your ability to effect real change in the game. And that, requires people, Not isk.
