Anyway for an actually on-topic reply I’m not sure what you expected here, @CCP_Swift. Better access to the block button for instances where you just don’t want to deal with someone would be good, since at the moment you have to add the person as contact to block them. However, blocking people doesn’t actually address patterns of behavior.
Better integration of in-game reporting tools, maybe? There’s a context menu option to report ISK sellers, that could be expanded to a more robust system for reporting offensive language. I’d also take a look at your general enforcement of what’s considered offensive by GMs, since merely being obscene doesn’t necessarily mean speech is offensive. Attacks on personal attributes, yes, warn people for that - but any reporting tool has to have safeguards against misuse.
You can already report people in-game via the F12 function and file a ticket…
You can’t make it too easy, otherwise you will have CCP up to their necks in tickets and reports from players reporting someone just because it’s Tuesday…
There’s not an easy way to report a specific chat message for anything other than ISK selling, though. Or evemails. Or…well, pick your poison. If CCP wants to make their blocking/reporting tools better, then making it easy to use is important.
The other part of that is having good moderation staff who review reports in a consistent manner, and using established patterns of behavior to do things like mute people’s participation in game chat if needed. Cooperation with external services in some fashion would also be an ideal, and some level of transparency about their moderation activities would be a plus. Team Security used to provide graphs and reports of anonymized data on anti-RMT enforcement, for example.
I mean, I literally said that there should be guardrails to prevent obvious misuse of whatever system. That’s on CCP to handle. Security through obscurity, which is what you’re arguing for, does nothing.
No matter the system they implement, it will be abused. If you let players know the exact rules, such as if you verbally harass someone three times, then you’re banned. that player is going to verbally harass them twice, get on another anonymous account, and do it two more times, ad infinitum, because technically they aren’t breaking the rules…

I’m saying the review process for reports inside CCP needs to have protections against misuse of any reporting function to make false accusations.

The exact criteria for what actions result in what punishment doesn’t need to be published. Some kind of “three strikes” rule is exactly the wrong kind of way to enforce against harassment. The ToS/EULA currently allow for a broad level of discretion in enforcement, which is acceptable.

CCP inherently has more data available to them than players do, which they can use to enforce against serial harassment like you describe. IP addresses, credit card numbers, email addresses, et cetera.
No system is perfect, but lacking perfection doesn’t mean there should be no system at all.
E: Also, if anyone decides they want to argue for exact “this offense causes this punishment” rules, that’s an easy tell that they are trying to skirt the line of misbehavior. Moderation staff always need leeway to mute, ban, whatever at discretion - but they do also need to be accountable in their use of that discretion.
Thanks to alpha accounts, they have no way to stop it. Everyone and their dog can create 1,000 alpha accounts under a fake name, fake email, and a VPN and harass whoever they want all day long…
Much like information security, there is no perfect defense. Raising the bar of effort high enough will deter all but the most determined, and then you can focus your efforts on cooperating with external services (such as Paypal, email providers, etc.) to remove those determined offenders.
Again, the perfect is the enemy of the good. Arguing that there should be NO system unless it is perfect is fallacious at best.

You can have all the rules you want, I’m just telling you they aren’t going to do any good. As long as players have the ability to play 100% anonymously, these kinds of issues will continue…

Sure, I’ll take a stab at it. First of all, get rid of Alpha accounts. They were pure stage 4 cancer the moment they were implemented. Second, verify accounts and identity through various means, such as personal ID and banking information. I’ve had to do that with Facebook by sending them a photocopy of my driver’s license to prove who I am. Third, implement VPN detection, virtual machine detection, and other means of obfuscation. Get rid of all the ways of playing anonymously and you’ll get rid of 99% of the issues of harassment. You’ll also get rid of a large amount of bots as well. Go back to subscription-only, verifiable accounts. That’s the only way…
