You guys have this all wrong.
The high sec moon mining meta largely revolves around putting the athanor in a different, no-member corp and the miners in a totally un-wardeccable corp.
This request should be granted, with the caveat that mining privileges may not be doled out to anyone outside the corp. Itās all or nothing.
You can mine from within the corp and be deccable, or you can mine from without and be suspect.
No alliance inheritance, either.

And not being suspect when mining on someone else moon belt is a mechanism. Now you claim that this mechanism is a behavior, and as such it canāt be OP.

Being able to mine any moon belt in HS is the current mechanism, not a behavior.
You claim that this mechanism being OP means that people should use that mechanism. You therefore agree that this is an issue.

I think the question isnāt, āis ninja mining risk free?ā - the real question is āis there a counter play to ninja mining?ā. I believe there is a counter play including: owner can choose when to pop the rock, owner can choose where to put the drill. Now, is that enough counter play? CCP will ultimately have to assess.
Similarly, for the station owner, building and mining in high sec. They get access to rare ores under the free safety of CONCORD, Is there enough counter play to that? Perhaps Ninja mining IS the counter play to that?
Or maybe the mechanics on BOTH SIDES needs to be reviewed and adjustedā¦

Access isnāt equal to access and control.
Iād argue the owners are at an advantage for being able to choose the time. Whether this advantage is worth the running costs of the Athanor is upto the owner.

You have to choose it one week in advance and canāt change it. that means you have to set up the detonation with your corp one week in advance.
People looking at the distance of the chunk can tell when the detonation will be.
No, people were flying other ships than the orthruses, when the orthrus was OP.
Same, people used other ships than VNI (rattlesnake, but also other ships like ishtar and gila were a common sight).
People also fly other things that gila in abyss (iki ā¦)
Does not mean they are/were not OP.
