This sort of harassment could fall under rule 16 of the Terms of Service: https://community.eveonline.com/support/policies/terms-of-service-en/

You may not do anything that interferes with the ability of other EVE Online subscribers to enjoy the game or web site in accordance with its rules. This includes, but is not limited to, making inappropriate use of any public channels within the game and/or intentionally creating excessive latency (lag) by dumping cargo containers, corpses or other items in the game world.

But it would have to be proven as pure harassment and nothing more conducive than that. Bumping has its PVP uses and is allowed for that. You have to prove the lack of PVP intent with this guy’s behavior, and then MAYBE a GM will agree with you that it’s harassment and deserves action.

There’s already a very specific set of conditions when bumping is considered to be harassment, anything outside of those conditions isn’t.

As per GM Karidor:
However, persistent targeting of a player with bumping by following them around after they have made an effort to move on to another location can be classified as harassment, and this will be judged on a case by case basis.

While it will involve inconvenience, we will have to see that one actively tried evasion before we consider someone being followed around and harassed. Merely changing belts in the same system or moving a few thousand meters to another asteroid would not qualify in this regard. Ideally you would move to other systems and more than just one or two jumps to avoid being found again quickly, requiring some effort to locate you again (i.e. through locator agents).

You can also get into a fast ship and counter-bump the bumping ship. Bump him around, it makes it hard for his ship to get lined up for a bumping approach. People say it can’t be done, but I’ve done in a Slasher, vs. a bumping Machariel.

Personally 30 minutes is across the line which I would consider griefing. Because it’s only poor game mechanics that allow you to do that with no cost or significant risk to yourself.

Honestly, I’d say it is a harsh game design once you’ve committed to either overloading your freighter or flying a freight alone during war.

The only thing i struggle with here is why people don’t adapt and start using Red Frog for their haulage. Let the people who have no problem hauling large amounts do their job.

You’ll get nowhere fast if your only focus is what you can’t do due to mechanics, trust me I’ve seen it many times. Focus on what you CAN do to get your haulage across the universe. Using Red frog will give you insurance, you will get paid if your courier contract with them fails. You will be getting the better deal here because your loss will be limited to the fee for haulage.

Either that or keep your load value around 800m per trip.

Make off-grid instant undocks. When you undock check your d-scan for combat probes before you warp to them. If it’s a kickout station (I can’t remember if Amarr is, I don’t go there very often), undock in another small ship to check what’s going on outside before undocking in anything larger.

Even if it is true, BFD. It happens now an again. What I want to know is why not just logoff? Unless they are going to gank you to try and make an example of you and build up some sort of reputation, that is your smartest move (assuming you were not overloaded). Chances are he’ll move on once he see’s you have logged.

I still don’t see how this is a major problem or even a problem. It is like worrying about rare events. Yes they happen, but usually we don’t waste our time worrying about them.
